President Of Oriental Construction Company In New York City Pleads Guilty To Tax Fraud

Rong H. Liang, the president and owner of Oriental Construction LLC. in New York City, pleaded guilty to charges of Offering a False Instrument for Filing, of violating Tax Law, of filing a false resident income tax return, of  violating Worker’s Compensation Law and of committing fraudulent practices in workers’ compensation insurance. Liang admitted to evading personal income and business taxes, and underpaying premiums on workers’ compensation insurance.

Liang had admitted to filing a false general corporation tax return for his construction company to underpay his worker’s compensation insurance premiums. Investigation revealed that Liang had under reported more than $2.2 million of gross receipts in his business’ City corporate return. Liang also admitted to filing a false 2007 New York State Personal Income Tax return by under reporting approximately $185,000 of his income.

As part of his plea, Liang has agreed to pay more than $729,000 restitution back to the New York Department of Taxation and Finance.

If convicted, Liang faces a possible sentence of 6 years in prison for tax fraud.
